Staff said about $2.8 million in contracts were awarded in 2025 but only about $1.1 million had been expensed in FY2025; the higher revenues produced a stronger than anticipated general fund balance. Council moved and adopted ordinance 2025‑46 to authorize amended appropriations for departmental accounts.
Grant authorization (Resolution 25‑30): The Police Department sought authorization to apply for a state noncompetitive grant (Office of the Governor) that awarded $5,000,000 statewide in early rounds to equip patrol vehicles with bullet‑resistant components. The Fredericksburg request totaled $199,236 to equip and install armor on 20 patrol vehicles. Council approved Resolution 25‑30 to authorize application and acceptance if awarded.
GCAD vote allocation (Resolution 2025‑31): After executive session, council recorded the city’s allocation of votes for the Gillespie County Appraisal District board of directors and apportioned the city’s votes between Graham Pearson and Jill Tate; council approved Resolution 2025‑31 as recorded.
