Carbondale pursues clean-energy grants and EV projects; police EV procurement hits supply limits

Summary
Staff said the town advanced an Impact Accelerator application for a county clean-energy cohort and is exploring an EV car‑share and e‑bike grant; the police fleet order for Ford Lightning EV pickups was affected by production stoppage and staff are seeking alternative EVs.
Staff told the board Carbondale advanced to the next round of the Impact Accelerator grant as part of a Garfield County clean‑energy cohort; the cohort application includes project components and policy work and staff said a successful award could allocate as much as $2 million across applicants.
The board also discussed other potential clean‑transportation grants: a CAMP grant being scoped by Colorado Car Share and partners that could site EV car‑share vehicles at three Garfield County locations (Town Hall in Carbondale, Glenwood Springs, and Rifle), and a Colorado Energy Office grant proposal to provide community access to electric bikes (staff said the grant applied for 30–40 e‑bikes, with eligibility and pricing to be determined).
Separately, staff said a planned purchase of Ford Lightning EV pickups for police use is complicated because Ford ended production of the Lightning; the town is working with procurement and Kirk (staff) to identify alternative EV pickup or SUV options that can be outfitted for police work, and noted procurement rules and outfitting constraints limit immediate replacement choices.
Board members welcomed the grant developments and agreed to continue laying groundwork for applications; staff said they would return with more timeline and procurement information as it becomes available.
