Building permits were unusually strong last year (719 permits), and the city remains active with a substantial pipeline of housing, apartment and hotel projects. The presenter highlighted that the hotel pipeline includes projects under construction and proposals that together total several hundred rooms, and the apartment pipeline includes several hundred potential units across multiple proposals.
Staff also flagged slowing permit categories (septic, CTEC meter installations), lower land transactions year‑to‑date, and a modest drop in visitor center attendance. Lodging demand remains strong in absolute rooms but occupancy is slightly down while average daily rates rose. Staff said pipeline totals historically fluctuate and warned that labor availability and broader economic uncertainty could slow some projects.
Council thanked staff for the report and scheduled continued monitoring of downtown vacancy and lodging metrics over the coming months.
