Frisco council approves TIRZ public hearing, parameters for up to $38M in parking debt and a slate of appointments

Frisco City Council on Oct. 7 approved a series of agenda items (39–48) that included calling a public hearing on Tax Reinvestment Zone (TIRZ) No. 7 amendments, approving a parameters ordinance to issue certificates of obligation for a structured parking facility, multiple board appointments, and routine calendar and governance items.

Item 39: Council called a public hearing for Oct. 21 to consider amendments to the TIRZ No. 7 project and financing plan related to the Fields West development and associated public facility improvements, including parking garages. Rebecca Barton, Financial Services, said the amendments will outline funding mechanisms and that a TIRZ board meeting will precede the council hearing; council approved the item 5‑0.

Item 40: The council approved a parameters ordinance authorizing issuance of taxable certificates of obligation for a structured parking facility adjacent to Kaleidoscope Park, describing pricing officers and setting a principal cap not to exceed $38,000,000, interest not to exceed 6.5%, and a final maturity date not to exceed Feb. 15, 2047. Derek Hahn, CFO, said the garage would offer approximately 1,100 parking spaces and that the sale must occur within 90 days of approval; council approved the ordinance 5‑0.

Appointments and other votes: Council accepted the resignation of a board member (item 41), appointed Brian Thompson to the Social Services and Housing Board after debate (item 42, passed 3‑2), filled alternate seats on the Board of Adjustment (item 43, passed 5‑0), placed nominees on ballots for Collin Central Appraisal District and Denton County Appraisal District (items 44–45; Denton nominations passed 3‑2), reappointed a member to the Denton County Transportation Authority Board (item 46), cast the city's TML Region 13 director ballot (item 47) and approved cancellation of the second December council meeting and January work session dates (item 48).
