At the start of the public hearing the Planning Commission considered several items on the expedited agenda and recommended approval of multiple special use permits.
Live Church of the Nazarene (SUP2024‑00016) in the Brentsville District was recommended for approval subject to the conditions dated April 4, 2025; the commission asked the applicant to continue coordination with the county and VDOT on access and mitigation of an intermittent stream. Pastor Allen thanked staff and commissioners for the work supporting the application.
Montclair Tabernacle Church (SUP2024‑00018) drew a single nearby speaker, Irvin Watson, who raised concerns about easements and access; the pastor and applicant representatives acknowledged the concern and committed to continued coordination. The commission recommended approval with the applicant asked to continue working with the adjacent landowner to resolve easement/egress questions.
SUP2025‑00006 (Dunkin' at Barracks Road) prompted an extended public comment from a nearby homeowner who cited concerns about 24‑hour operations, security and the timing of a nearby signal installation; the commission recommended approval subject to the conditions dated Jan. 22, 2025 and encouraged the applicant to work aggressively with nearby residents to address issues about fencing, screening and lighting.
SUP2025‑00018 (Sunny Days Daycare) was heard with no public opposition and was recommended for approval subject to conditions dated March 26, 2025.
All expedited approvals were adopted by roll call. Commissioners emphasized continued neighborhood engagement and noted technical checks (VDOT coordination, off‑site mitigation) remain relevant to implementation.
