The Prince William County Planning Commission on May 7 recommended approval of REZ2023-00023, known as Strathmore, after hearing a multi‑hour presentation by the applicant and staff analysis noting strengths and remaining questions about corridor timing and environmental priorities.
Sherman Patrick, representing Brookfield Homes, described a proposal to rezone 55.5 acres to Planned Mixed Residential to allow 168 dwelling units (151 market‑rate, eight affordable dwelling units and nine workforce units), and said the project provides about 46% open space, proffers monetary contributions for schools and fire/rescue, and will proffer half‑section improvements to Vint Hill Road and trail connections into a broader Bridal Run / Kettle Run corridor study. “There is 46% open space being provided on this property,” Patrick said during the presentation.
Planning staff recommended approval but flagged environmental concerns, preservation of a large 55‑inch white oak specimen, the need for consistent corridor triggers among adjacent applicants, and the limited timeframe for the county to vet a large master development study. Scott Meyer, staff planner, said the proposal’s density is consistent with the Comprehensive Plan and that staff saw “a cohesive, thought‑out design” while still noting the timing and implementation uncertainties tied to the corridor study.
Commissioners questioned utilities, tree protection and school impacts. The applicant presented an updated schools analysis that reduced projected student generation from 101 to 86 students and said nearby schools had surplus capacity. Commissioners discussed potential redistricting as one way to avoid sending new students to currently overcrowded schools; staff said redistricting decisions rest with the school board.
After debate, Commissioner Sheikh moved to recommend approval of the rezoning subject to proffers dated 01/21/2025; Commissioner Ross seconded. Commissioners accepted a friendly amendment asking the applicant and county staff to work between the Planning Commission and Board of County Supervisors to consider shifting the shared‑use path off the VDOT right‑of‑way onto HOA land. The motion passed on roll call (Yes: Brown, Justice, Ross, Moses Ned, Sheikh, Schiefler; No: Carroll). The commission’s recommendation will be transmitted to the Board of County Supervisors, which will make the final decision.
Next steps: the application record, including the DCSM/VSMP coordination and the Bridal Run/Kettle Run corridor study, will continue to be reviewed as the case proceeds to the Board.
