County budget staff presented the monthly financial update and answered board questions about reimbursements and staffing.
Budget staff said the jail's reconciled inmate-account balance for February was just under $100,000. Federal billing in January was higher than normal and February federal billing was reported as about $84.63 in the oral briefing. Staff said they received reimbursement related to the Phase 2 expansion and that the treasury released payments connected to a new building; the transcript includes a payment of $709,008.90 cited for the build-out of the work-reentry center.
Staff also noted operating revenues remain low and the jail is below the compensation-board percentage used for partial salary reimbursement. A staff member said the facility is roughly 12 positions below the comp-board allocation at present; staff indicated they had been told that the current vacancy level would not automatically change the comp-board allocation for the next fiscal year but acknowledged uncertainty given pandemic-driven population shifts.
Staff said the county supplied a resiliency position to the Department of Fire and Rescue that will be shared with the sheriff's office. On expenditures, budget staff said maintenance needs for the aging facility are growing and will increase near-term costs.
