Planning commission approves Novak Pegasus substation public-facility review after adjacent-owner questions about easement

The Prince William County Planning Commission voted June 25 to approve Public Facility Review PFR-2024-00014 for the Novak Pegasus Substation, finding the project’s location, character and extent to be substantially in accord with the county’s adopted comprehensive plan.
The public hearing for the item was opened and then closed by Commissioner Carroll, who moved to approve the PFR and was seconded by Commissioner Justice. The clerk conducted a roll-call vote and the motion carried.
During the public comment period, Gainesville resident Jana Belotti, whose property sits adjacent to the proposed substation, said she received materials from Dominion but still lacked clear information on the easement area that could be required. "We got some information from Dominion, but it really doesn't give us information about how much easement... or how much easement they're looking for," Belotti said.
Chair MacPhail and staff advised Belotti that the commission does not typically enter into back-and-forth dialogue during public comment and directed her to county supervisors' offices for questions about the application. Chair MacPhail said supervisors for the relevant areas were Supervisor Weir and Supervisor Gordy; staff (Mister Venegas) offered to show Belotti the county staff report after the meeting, which Venegas said may answer her questions.
The motion to approve the public-facility review stated the commission’s finding that the general or approximate location, character and extent of the PFR were substantially in accord with the adopted comprehensive plan. The clerk recorded affirmative votes from the attending commissioners and the motion carried.
The commission did not alter or add conditions on the PFR at the meeting; concerns about easement extent and related property impacts were directed to supervisors' offices and the county staff report for follow-up.
The commission’s action means the PFR record reflects approval on June 25; any permits, easement negotiations, or property-rights agreements between the utility (Dominion) and affected landowners remain separate processes handled outside the commission’s PFR approval.
