Dominion's senior siting and permitting specialist, Tracy McDonald, told commissioners the plan would upgrade the existing 230 kV facility by adding 500 kV equipment and modern gas-insulated-substation (GIS) technology to reduce the project footprint and keep the work on Dominion-owned land. "GIS typically requires about one-third less land space," McDonald said, noting the technology encloses major electrical equipment in sealed buildings and uses sulfur hexafluoride (SF6) as the insulating medium.
County staff recommended approval of the public-facilities review, concluding the proposal is substantially in accord with the comprehensive plan and would have limited impact on traffic, schools and public…
