Planning Commission recommends approval of two Gainesville Crossing special-use permits with safety conditions

Commissioner Ross moved to recommend approval of Special Use Permit SUP202600001 (Gainesville Crossing — Firestone) subject to the application conditions dated Nov. 14, 2025; the motion was seconded and passed on a roll-call vote. The commission then recommended approval of Special Use Permit SUP202500028 (Gainesville Crossing — Starbucks) subject to application conditions dated Nov. 18, 2025, with an additional traffic-safety condition proposed by Commissioner Ross and discussed with Commissioner Moses Smith. The added condition asks the applicant, if the Prince William County Department of Transportation agrees, to add two striped crosswalks within the Starbucks internal parking lot at locations suggested by Commissioner Moses Smith and to consider adding a stop sign at the drive-through exit.
The motions were made during the expedited agenda, when staff confirmed there were no speakers signed up to speak against either application. For the Firestone permit, the commission closed the public hearing and approved recommendation to the Board of County Supervisors on the conditions presented. For the Starbucks permit, commissioners emphasized pedestrian safety inside the site and requested the Transportation Department review the crosswalk and stop-sign proposals before finalizing conditions on the applicant's site plan.
No formal objections from members of the public were recorded during the expedited items. The commission's unanimous roll-call votes recommended both permits move forward to the Board of County Supervisors with the stated conditions.
