House ratifies three enrolled bills, approves journal and adjourns to reconvene Aug. 26

The North Carolina House on July 31 approved the journal for its July 30 session, heard the enrolling clerk report three enrolled bills as duly ratified for presentation to the governor, and adjourned to reconvene Tuesday, Aug. 26, at 12:00 noon under the standard Rule 15.1 stipulation.

Representative Sheetzell was recognized and moved that the July 30 journal "be approved as written." The Presiding Officer put the question and, after a voice vote, announced "the ayes have it," confirming approval.

The enrolling clerk reported three bills as duly ratified and ready for presentation to the governor: House Bill 87, described as "an act to elect the State of North Carolina to participate in the federal tax credit" for contributions to certain scholarship-granting organizations and to require the State Education Assistance Authority to publish and maintain an annual list of such organizations; House Bill 125, "an act to implement various budgetary adjustments and to make other changes in the budget operations of the state"; and House Bill 305, described as an act applicable to Guilford County that promotes fairness in sales tax distributions by allowing municipalities that do not levy ad valorem taxes to receive a percentage of local government sales tax distributions, modifies the ballot question for a referendum regarding the levy of the Article 46 quarter-cent sales tax and use tax, specifies the use of Article 46 tax proceeds and distributes a portion of those proceeds to certain municipalities in Guilford County. The Clerk read the titles and summarized the key provisions into the record; no floor debate on the measures was recorded in this session.

Pursuant to Senate Joint Resolution 772, Representative Sheetzell moved "the House do now adjourn to reconvene Tuesday, August 26, at 12:00 noon, subject to the standard stipulation set forth in Rule 15.1." Representative Wheatley seconded the motion. The Presiding Officer called for a voice vote and said, "the ayes have it," and the House stood adjourned.

No roll-call vote tallies were taken; the session used voice votes for both the journal approval and the adjournment motion. The Clerk noted the enrolled bills as presented and placed the session records on file for presentation to the governor and for the legislative record.
