Raleigh — The North Carolina House of Representatives convened for an administrative session Oct. 23, 2025, approved its Oct. 22 journal and heard a report that Senate Bill 777 had been enrolled and ratified for presentation to the secretary of state. The chamber then heard notices that several messages from the Senate would be held by the House clerk pending further action and recessed after a motion to adjourn was adopted.
Representative Sheetzfeld moved that the Oct. 22 journal be approved "as written," and the Presiding Officer called for the ayes. "The ayes have it and the journal is approved as written," the Presiding Officer declared following the voice vote.
The enrolling clerk told the chamber the bills enrolled on 10/23/2025 had been processed and reported specifically that "Senate Bill 777, an act to appoint persons to various public offices by the General Assembly upon the recommendations of the president pro tempore of the Senate and the speaker of the House of Representatives and to make corrections to previous appointments," had been duly ratified and prepared for presentation to the office of the secretary of state.
The House clerk notified members that several messages from the Senate had been refused and would be held pending further action. The items listed by the clerk were Senate Bill 378 (to align Medicaid eligibility with federal law), Senate Bill 405 (Health Care Investment Act), Senate Bill 599 (state teacher and employee pay and local LEO bonus), and H 491 (Medicaid rebase funding). The clerk did not provide vote tallies or further detail on next steps for those items during the session.
The Presiding Officer recognized students from Corvian Elementary in Charlotte who were visiting the chamber and noted this was an administrative session required by statute. The Presiding Officer observed that many members were not present and encouraged the students, saying they might one day serve in the chamber.
A motion to adjourn "pursuant to Senate Joint Resolution 776" and "subject to the standard stipulation set forth in Rule 15.1" was moved and seconded by Representative Zendeskheen and Representative White, respectively. The Presiding Officer again called for the ayes and declared the motion adopted; the House adjourned to reconvene Monday, Nov. 17 at 10 a.m.
Formal vote counts were not recorded on the floor for the journal approval or the adjournment motion in the transcript; outcomes were announced verbally by the Presiding Officer.
