Board elects leadership, adopts schedule and appoints Criminal Justice Services director

The Prince William Board of County Supervisors took a slate of organizational actions at its Jan. 13 meeting, electing leadership, adopting its 2026 meeting schedule and confirming several appointments.
Vice chair: Chair DeShaundra Jefferson moved to reelect Supervisor Kenny Bode as vice chair. Supervisor Victor Angry was the subject of a substitute nomination made by Supervisor Franklin. After discussion and roll call, the motion to reelect Supervisor Bode passed 6–1; the record shows Supervisor Angry abstained and Chair Jefferson voted no.
Chair Pro Tem and meeting schedule: The board appointed Supervisor Tom Gordy as Chair Pro Tem (motion moved and seconded). The clerk recorded the vote as approved with Supervisor Gordy noted as abstaining. The board also moved, seconded and adopted the 2026 meeting schedule after brief discussion about holiday scheduling and outreach to communities observing other holidays.
Other votes and motions: A motion to reconsider a $400,000 outlay to an outside legal firm from last month’s meeting failed on a 4–4 vote.
Appointments reported out: After a closed session, the board reported reappointments to the Metropolitan Washington Council of Governments (COG) and appointments to the Virginia Railway Express (VRE) Operations Board; the clerk recorded those actions as unanimous with Supervisor Franklin absent.
Director of Criminal Justice Services: The board appointed Tomodry Thomas as Director of Criminal Justice Services. Thomas, who had been serving as acting director, thanked the board and pledged to pursue evidence‑based practices, collaboration and accountability.
