Severance adopts 2024 international building codes with local amendments

The Severance Town Council voted Dec. 9 to adopt Ordinance 2025-27, bringing Severance's local code set into alignment with the 2024 International Code Council family of codes while retaining the town's locally adopted amendments.
Russ Weber, building official for Safe Built, told the council the 2024 codes are being adopted across Northern Colorado to allow builders to construct to more consistent standards across jurisdictions. Weber said the 2024 package includes state-mandated "electric ready," "EV ready" and "solar ready" provisions in the energy conservation code. He said the town will provide education and grace periods after Jan. 1 to help builders comply with new technical requirements.
Weber also confirmed that Severance's prior local amendments (for example, amended permit thresholds for storage sheds) were carried forward into the new code package. Council members asked whether local amendments remain effective; Weber said the town can adopt the full code and then retain the local amendments as part of the Severance code adoption.
Council adopted Ordinance 2025-27 by roll call vote. The building official emphasized life-safety provisions remain central and that houses built under the 2018 code are not "less safe" than homes built under the 2024 code; enforcement will emphasize education in the initial transition.
