Severance council tables amended North Weld water‑service agreement after executive session

The Severance Town Council on Nov. 11 discussed Resolution 2025‑46R, the amended and restated water‑service agreement (WSA) with North Weld County Water District, and after seeking legal advice in executive session voted to table final approval until two conditions are met: town engineering edits are incorporated and Northgate and North Weld finalize a separate water‑service arrangement.
Staff and council described a negotiation dynamic in which North Weld has offered a limited allocation of additional PIs (points of infrastructure) in the proposed agreement and indicated it is negotiating directly with the Northgate developer. Mayor Friess and other council members expressed concern that signing an amended WSA before Northgate’s agreement would weaken the town’s negotiating position and possibly leave Severance unable to secure needed PIs in future negotiations.
Councilmember Gallardi moved to table the resolution "until all engineering is addressed and complete and a water service agreement between Northgate and North Weld Water District has been reached," a motion seconded by Councilmember Vandermark. The motion passed by roll call (Vandermark, Barrett, Hessler, Joseph, Gallardi, Bruin and Friess voted yes).
The council entered executive session under CRS 24‑6‑402(4)(e) to receive legal advice and instruct negotiators before returning to public session to take the tabling vote. No final action to adopt the amended WSA was taken; staff will continue negotiations and report back when supporting agreements and technical exhibits are available.
