The LOI directs staff and the prospective operator to continue study, design and public engagement; it does not commit the city or the Community Development Corporation to construction or long-term contracts.
The LOI would launch several months of technical work — including operations review, verification of intake and holding assumptions, and design and procurement steps — before any binding agreement would appear before council. City staff described a notional schedule that could lead to design and potential construction work beginning in 2026 with occupancy opportunities in 2028 if council later approves full agreements.
