Fredericksburg City staff recommended and the Planning & Zoning Commission voted to recommend approval of a conditional use permit (Z2518) for general warehousing, distribution and light manufacturing at 977 Kerr Road.
The applicant said the request is effectively a renewal of a prior CUP that expired; staff advised the commission to treat it as a new CUP rather than an administrative extension and recommended the conventional two‑year time frame used for CUPs. Staff also suggested the commission consider performance measures or a “kill switch” tied to progress if the permit is not implemented.
Commissioners asked whether the two‑year term remains appropriate in light of supply‑chain and construction delays; staff noted performance standards (benchmarks or periodic proof of progress) can be attached to individual CUPs or refined under the upcoming Unified Development Code process.
The commission moved and unanimously recommended approval to City Council, with standard staff conditions (approved landscape, stream plan and civil construction plan) and with staff discretion to set the CUP duration consistent with code.
