Fredericksburg — The Planning & Zoning Commission approved site plan SP 25-15 on a motion to permit a new multifamily complex near Friendship Lane, with conditions requiring civil construction plan approval and engineering sign-off before permitting and confirmation of parkland dedication fees.
The applicant, represented by Kevin Spraggins of VEI Consulting Engineers, told the commission the revised site plan was distributed at the meeting and that the project now provides 445 parking spaces, exceeding a stated requirement of 442. Spraggins said the team adjusted detention layouts and other elements to address city engineering comments.
Staff recommended approval contingent on resolving remaining civil construction and engineering items. Cliff (planning staff) summarized the review, saying the site lies in a C-2 district, appears to meet building coverage and impervious-surface maximums and the stated height limit, and that the development is “roughly 240 residential units.” Cliff also reported the site size in the staff presentation as “approximately 4.27 acres or 622,046 square feet,” a discrepancy recorded in the staff materials that the commission did not resolve at the meeting.
Commissioners pressed the applicant and staff on vehicle access and safety because the primary frontage faces Friendship Lane across from a Walmart entrance. Commissioners requested that the gated secondary access be moved back if needed to increase vehicle stacking and that the traffic impact analysis (TIA) be completed during civil construction review. Staff said the applicant submitted average-day-trip counts in the neighborhood of 1,600 ADT, which may trigger a formal TIA; any required turn lanes or public improvements would be added to civil construction plans.
Commissioner Tom Musselman moved to approve SP 25-15 subject to conditions including park fees noted in the conditional approval, civil construction plan and engineering sign-off prior to permitting, incorporation of staff planning comments into civil plans, and a staff-administered allowance for minor administrative adjustments. The motion was seconded and carried on a verbal ayes vote recorded in the meeting; no opposition was recorded in the transcript.
The commission also approved the meeting minutes during the same session.
Next steps: staff will confirm the civil construction-review outcomes, the TIA determination and any required public improvements before building permits are issued. The applicant and staff said minor adjustments (for example moving the gated secondary access) would be made during the civil design (CD) phase and could be handled administratively.
