Holly Springs — At its meeting, the Holly Springs City Council approved a package of routine items that included a rezoning request for a Holly Street parcel, adoption of the city's 2025 official zoning map, several public-works contracts, an agreement with Georgia Power, amendments to police policies, and calendar and personnel changes.
The council voted unanimously on a consent agenda and then took up new business. Nancy (staff) introduced MADash01Dash2025, in which applicants Dell and Kelly Creston sought rezoning of 0.66 acres on Holly Street (Tax Parcel 064 of Tax Plat 93N00) from R-20 (single-family residential) to GC (general commercial). Nancy said Planning Commission recommended approval on Jan. 9 and staff recommended approval with stipulations including a 20-foot buffer along the western property line while adjacent parcels remain residential, dark-sky-compliant lighting, and compliance with the Town Center District design guidelines. Nancy said no tenant had been identified and that driveway and ADA changes would follow once a tenant is in place. A motion to approve the rezoning with staff stipulations passed 4-0.
The council adopted Ordinance ORD-1-2025, the city's official 2025 zoning map, to incorporate 2024 changes and recent council amendments; the motion passed by recorded vote 4-0.
On procurement matters, staff recommended and the council approved a low quote from Plumbing on Purpose LLC (Quote No. 1223-004-SLAB) for parking deck drains, hose bibs, heat trace and insulation, and a double-check valve assembly for the Town Center parking deck in the amount of $95,180; funds were identified from the Urban Redevelopment Agency Series 2023 bond. The council also approved a $50,072 quote from Vertical Earth Inc. to build reinforced concrete aprons and associated curb and gutter at the parking deck entrance. Both motions passed 4-0.
Staff presented Agreement LP49831 with Georgia Power for the installation of 79 pedestrian lampposts along Holly Springs Parkway Phase 2. Staff said the company installed 79 lampposts rather than the originally proposed 82 because of transmission-line constraints near the fire training center; the council approved the agreement. The transcript contains inconsistent references to the monthly fiscal amount (see clarifying details). The agreement funding source was listed as the general fund.
The council approved a personnel change to amend the public works superintendent job description to a public works director role, intended to oversee the OPTECH contractor, stormwater system, and buildings and grounds division. The council also revised the 2025 meeting calendar to move the June 16 meeting to June 19 because of a countywide special election on June 17.
Deputy Chief Greg Clyburn presented two police policy amendments that the council approved: an update to Section 6.1 (uniforms) to align policy with current practice and an amendment to Section 6.2 (grooming standards) to allow facial hair as defined in the policy. Deputy Chief Clyburn also said the department plans to decommission 26 weapons and replace them as part of an equipment upgrade; the council approved a resolution to declare certain items surplus and authorize sale or disposal as described in Exhibit A.
The meeting concluded after staff reports were acknowledged and the council adjourned.
Quotes from the meeting include Chief Kehili's recognition of police staff: "I just want to say thank you to all for your sacrifice, your bravery, and your willing to make this a better place to live and work." Deputy Chief Greg Clyburn said of equipment changes, "We have a total of 26 weapons we are going to decommission and replace with new weapons." Nancy told the council about the rezoning applicants and tenant status: "My understanding is they do not have a tenant currently for it."
