Staff said the changes reflect a handful of council-requested clarifications — primarily wording tweaks and the reintroduction of language that mirrors state code — to make membership and financial-review requirements clearer. "They will return back to council," staff told the board when asked whether the council would perform the final approval.
Board members discussed one specific numeric threshold: council requested inserting a $50,000 figure to align the EDC’s review requirements with the city manager’s policy for higher-dollar items. Staff said legal counsel reviewed the edits and did not see a substantive legal issue with using "may" versus "shall" in one provision, and presented the package for adoption as a single resolution.
A board member moved to adopt Resolution 2025‑07; another member seconded the motion and the board voted aye. The board chair declared the motion carried and the amended bylaws will go back to city council for final consideration.
The board took no other formal action on bylaws-related policy at the meeting; staff said council feedback prompted the changes and that the council will now review the edited text.
