Fulshear authorizes $23.8 million expansion at Cross Creek Ranch wastewater plant

Staff described the procurement as a competitive sealed-proposal process: two proposals were received, staff and the design engineer worked with the top-rated proposer to value-engineer the project and reduce cost. Staff presented the final project proposal as $23,772,675 and recommended Wharton Smith Incorporated be authorized to construct the expansion. The project is described by staff as the first step toward decommissioning the downtown treatment plant and is linked to several downstream pipeline and lift-station improvements in the city’s wastewater master plan. Staff estimated roughly a 24-month construction timeline once the project is kicked off.
Council action: a motion to approve the agreement (professional service/agreement 2025-040 as referenced in the packet) was made and carried by voice vote at the Nov. 18 meeting.
