McLendon‑Chisholm council authorizes pre‑positioning procurements for FEMA/TDEM disaster recovery work

The McLendon‑Chisholm City Council on Jan. 13 directed staff to issue an RFP for disaster‑recovery administrative services and an RFQ for engineering services to support FEMA public assistance and hazard mitigation applications.
Rob Barth, client services manager for GrantWorks, said pre‑positioned contracts typically run two years with up to three additional one‑year extensions and can help the city be ready to file damage inventories, project worksheets and other documentation necessary to secure federal aid. “You’re pre‑positioned to be ready,” Barth said, describing services that include preliminary damage assessments and assistance with debris removal and reimbursement claims. He noted many FEMA grants carry a 25% local match, though that rate can vary depending on the declaration.
Chief Stough and other officials described the administrative burden of previous disaster claims. The chief said the city’s reimbursement for a prior tornado response amounted to about $70,000 but took roughly a year and significant staff time to process, a reason council cited in favor of pre‑positioning professional services.
Council voted to direct staff to issue the procurement documents and pursue vendor engagement; staff will return to council with draft RFP/RFQ language and an anticipated contract form for future approval.
