Engineering firm Volkert outlines 4½‑month sprint to build a roadway capital‑improvement plan for McLendon‑Chisholm

Trevor Reed, a licensed professional engineer and managing principal with Volkert, told the McLendon‑Chisholm City Council on Jan. 13 that his team will perform a citywide roadway condition assessment, pair desktop data with hands‑on field verification and deliver a capital improvement program the city can use to prioritize projects.
"Our timeline…about a 4 and a half month period, starting in February as anticipated notice to proceed date and then ending up in May," Reed said. The firm said deliverables will include GIS mapping tied to pavement and asset data, a scored CIP matrix that incorporates city priorities and public input, and coordination with TxDOT, Rockwall County and other agencies to identify permitting or environmental hurdles early.
Councilmembers asked whether private roads that eventually become city‑owned would be included; Reed said the scope covers roads that have asset value and future liability, including some MUD‑owned streets, and that the scoring matrix can reflect a transition plan for takeover timing. Reed also described calibrating unit cost estimates using statewide bid averages and local bid data so staff can update projections over time.
No formal action was required for the presentation; councilmembers expressed broad support and asked staff to continue negotiations toward a proposed contract to be brought back for approval.
