Julie Smith, the city’s lifelong community manager, presented a final report on Naturally Occurring Affordable Housing (NOAH) preservation developed in partnership with the Atlanta Regional Commission and the Georgia Conservancy. The report summarizes an inventory of at‑risk NOAH units, geographic clusters, and a menu of policy and financing tools to preserve affordability.
"We developed a set of recommended strategies," Smith said, citing options such as expanding the housing trust fund for preservation loans and grants, pursuing acquisition of at‑risk properties, exploring targeted tax tools and building public‑private financing partnerships.
Commissioners asked for time to review the full report — staff distributed hard copies that evening — and clarified that accepting the report (an administrative step) is distinct from adopting it as a policy action plan. Staff confirmed there are no pending grants that would be affected by a short delay in acceptance.
During the requests and petitions period, resident Linda Napier offered AARP materials on livable communities and middle‑housing strategies for the commission; community member Greg White recapped Decatur Day and thanked staff and volunteers for the event’s success. Commissioners signaled they will review the NOAH recommendations and return with prioritized near‑term actions.
