Commission approves Kubota RTVs, lease financing, police handgun replacements and emergency pool heater repair

The purchase was approved; staff said financing via the GMA direct lease program will be discussed as a supplemental lease with estimated payments of roughly $47,800 annually for four years.
Police: Police Chief Scott Richards told the commission the department’s Glock Generation 4 service pistols had reached a recommended 10-year lifecycle and recommended replacing 57 handguns with Glock Generation 5 Model 47 MOS 9mm pistols. "We're recommending this evening that the department purchase 57 Glock generation 5 ... 9 millimeter handguns," Chief Richards said. The commission approved the purchase with training and ammunition costs discussed in the presentation; staff said funding is available in FY2026 from the school zone safety camera fund.
Pools: Kim Watley, facility operations manager, described an emergency failure of the Oakhurst indoor pool heater and presented a replacement quote of $31,302. Staff said the existing single unit was undersized and the plan is to install an additional heater to create a dual‑heater system to improve longevity; the commission approved an emergency repair purchase to restore heating promptly.
What happens next: staff will execute the purchases and proceed with the supplemental lease resolution for RTV financing; police firearms instructors will lead training and qualification on the new handgun model; pool staff expect to start partial heating as soon as a replacement heater is installed and will seek permitting for the dual-heater configuration.
