The Decatur City Commission voted to join a multi‑city amicus brief in Chang v. City of Milton, a Georgia Supreme Court case that asks whether municipalities can be liable for fixed obstructions located outside travel lanes. City staff and the city manager said the Court of Appeals’ decision — which affirmed a jury award of $35 million against Milton for a masonry planter on a shoulder outside the motoring lanes — could have significant financial implications for Georgia municipalities; the commission approved a resolution authorizing participation in the amicus brief.
Separately, staff presented recommended appointments to a Charter Review Commission that will work with the National Civic League to review legal requirements, gather stakeholder input, and propose charter changes. The commission approved a slate of appointees drawn from city commission recommendations, board representatives and a civic lottery of resident applicants and announced a community kickoff for Aug. 7.
Commissioner Meyer Franck announced the membership of a community‑led reparations task force (Beacon Hill Black Alliance co‑chairs, scholars, elders, youth and community representatives). That list was presented as an appointment by the task force representative and is intended to be community‑driven rather than a direct commission appointment. Commissioners expressed support for the processes and the expertise of the appointed members.
