Commission okays DeKalb County easements and emergency stormwater repair at Oakhurst Rec

The Decatur City Commission approved permanent and temporary easements to DeKalb County to allow relocation and replacement of a sanitary sewer line after DeKalb County revised the route following easement negotiations. Senior engineer Julie Jurica said the design shifted north to 304 2nd Avenue and required minor alignment adjustments on adjacent parcels; the new easements preserve the city's ability to construct trails or parking in easement areas provided sewer functionality is not impaired.
Separately, Jurica described an emergency repair at Oakhurst Recreation Center to address a sinkhole in the parking lot. The recommended contract with T & J Industries is for $96,758.33 with a project budget of $120,000 (including a 20% contingency). Work includes replacing a 6‑inch PVC stormwater pipe with an 18‑inch reinforced concrete pipe, realigning the new pipe to connect with a 42‑inch RCP along 3rd Avenue, repaving and restoring saturated soils, and cleaning a 42‑inch RCP that was found about 40% obstructed.
Because of public safety concerns and the need for rapid mobilization, staff used a single emergency contractor with prior experience and immediate availability. Commissioners approved the easements and the emergency contract and budget by vote.
