The Conservation Commission told lawmakers that maintaining Oklahoma’s aging flood-control infrastructure and addressing an expanding eastern red-cedar infestation are top budget priorities.
Director Lam emphasized long-term, data-driven conservation work—monitoring about 250 streams for water quality, running a flood-control program with 2,107 dams that provide an estimated $120,000,000 a year in downstream benefits, and a targeted cost-share approach to brush and cedar control. Lam said many dams are over 50 years old and that larger repairs can range from $100,000 to $600,000 per dam, while full replacements could cost millions.
Lam also described the Terry Peach pilot to combat eastern red cedar with prescribed burning, mulching and reseeding; he presented soil-moisture probe data showing measurable gains in soil moisture after cedar removal and argued that removing cedars at scale could increase water availability without building new reservoirs.
