Summary
The Florida House Rules and Ethics Committee on Jan. 12 adopted a special-order letter for the Jan. 15 floor session and announced amendment filing deadlines: main amendments due to House Bill Drafting by 3 p.m. (approved by 4 p.m.), and adhering amendments due by 6:30 p.m. (approved by 7 p.m.).
The Florida House Rules and Ethics Committee adopted a special-order letter for the Thursday, Jan. 15, 2026, floor session during a brief meeting Monday and set deadlines for amendment filing, Chair Garrison said.
The committee chair told members the special-order letter is on the desk for the upcoming session and that, "as required by the rules," negotiated time allocations for questions and debate are included for every bill placed on special order. The committee took no public testimony and had no debate before taking a voice vote to adopt the letter.
The adoption was announced by Chair Garrison after a voice vote. There was no roll-call tally of individual votes recorded in the committee transcript; the chair stated the special-order letter was adopted after members responded "Yay." No members called for recorded votes or registered opposition during the proceeding.
Chair Garrison reminded members that the amendment deadline for the Thursday session is the following day (opening day). Main amendments must be submitted to House Bill Drafting by 3:00 p.m. and be approved for filing by 4:00 p.m. Adhering amendments must be submitted to House Bill Drafting by 6:30 p.m. and be approved for filing by 7:00 p.m. The chair characterized those times as the committee's filing deadlines for each amendment category.
Representative Gottlieb moved to adjourn near the close of the meeting; the chair then declared the committee adjourned.
The Rules and Ethics Committee convened, confirmed a quorum, handled the special-order letter and deadline announcements, and adjourned; the committee did not receive any public-comment cards at this meeting and did not take other substantive actions on specific bills.
