Council directs next steps on RFP for private‑road repairs after fire chief cites delayed ambulance response

McLendon‑Chisholm council members on Oct. 27 discussed results of a request for proposals for street repairs and culvert replacements on Briar Glen Drive, Glen Drive, Meadow Drive and Glenacre Drive and directed staff to return the item at the next meeting with recommended contract award and a separate petition to accept the roads as public if financing is agreed with residents.
Staff reported two responsive bids and said the lowest responsive bid was submitted by Anderson Asphalt & Concrete for $733,000.32. Councilmembers agreed more detail was needed on warranty and maintenance commitments; one councilmember asked staff to obtain written clarity on a one‑year maintenance plan and warranty from the low bidder.
The fire chief described a recent cardiac event on the stretch in question that resulted in more than a 10‑minute ambulance response and extended egress time from the neighborhood. The chief characterized the condition as a public‑safety issue that has degraded over many years and said continued operations risk increased maintenance costs to apparatus or potential damage to mutual‑aid equipment.
Council discussed financing options including PID mechanisms, certificates of obligation (COs) and conditional acceptance of roads pending mutual financing agreements with residents. Mayor and councilmembers directed staff to place two items on the next agenda: (1) award of the RFP (contract approval) and (2) council action on the petition to accept the private roads as public roads conditioned on financing agreements with the residents; staff also noted an annexation related to the petition will have to return to council.
No formal vote was taken on the RFP at this meeting; council provided direction for follow‑up and asked staff to bring warranty and engineer input on pavement specifications to the next meeting.
