Lago Vista — The City Council unanimously approved moving forward with a recommended contractor for the City’s golf-course irrigation and effluent dispersal project, asking a subcommittee to review the final contract before the city manager signs it.
Staff recommended Diamond Golf International after the bid opening and referenced positive checks of three contractor references. Victor, a city staff member presenting the item, said the chosen proposal came in well below earlier budget estimates and recommended awarding the work to the selected proposer.
Council members emphasized oversight and asked about change-order authority and schedule. Council discussed that change orders of a significant amount should be brought back to council; city staff noted routine, smaller change orders can be approved within existing spending limits but that major changes should return to the council for approval.
Mayor Pro Tem Vince Owen moved to approve the award as written; Councilmember Van Ness seconded. Councilmember Paul Prince asked that the irrigation subcommittee review the contract prior to execution; Owen accepted that amendment and the motion passed unanimously.
Staff said the project will be staged to minimize disruption to golfers (generally one hole closed at a time) and estimated it would take roughly two months before breaking ground after contract execution, with the contract calling for completion within 150 days of the notice to proceed, subject to material lead times.
The council did not specify a final contract dollar figure on the dais beyond staff’s read of the recommended award (staff reported an amount in the packet around $3 million); the official contract and packet for the executed agreement will provide the precise award amount and is expected to be posted in the city’s procurement records.
The council’s action was limited to awarding the RFP and authorizing the city manager to execute the contract after the subcommittee review; the vote was unanimous. The council also asked staff to keep the subcommittee and council regularly updated as milestones are reached.
