• Consent agenda (financial reports for October and November; minutes of Oct. 30 meeting) — approved.
• Resolution authorizing well verification for 1123 Mercer Avenue (Margaret Vanderfin), allowing 10 acre-feet per year extraction — approved.
• Verification for a bedrock well at 1218 Foothill Drive (8 acre-feet per year); staff noted the property is outside Ojai City and the bedrock well follows a streamlined review — approved.
• Authorization for the general manager to execute a cost-sharing agreement to participate in a small-GSA coalition (initial six-month budget $30,000; OB GMA maximum share up to $6,000 if minimum participants join) — approved.
• Authorization for the general manager to execute an agreement with Casitas Water District to place three shallow monitoring wells (two at San Antonio well field, one at Ojai Valley pump plant) to improve understanding of surface-water/groundwater connections — approved; staff noted Bureau of Reclamation permission is required for the pump-plant location.
