Summary
The board authorized the general manager to commit up to $6,000 for the first six months toward a $30,000 initial budget for a small-GSA coalition to retain a Sacramento policy group, contingent on at least five GSAs joining. The action was approved unanimously.
The Ojai Basin Groundwater Management Agency on Dec. 11 approved participating in a small-GSA coalition to fund public-policy and advocacy services in Sacramento.
The General Manager said the coalition's initial six-month budget is $30,000 and that OB GMA's maximum prorated share would be $6,000 if at least five GSAs participate. "So the cost to OB GMA would be a maximum of $6,000 a year to engage the lobby firm in Sacramento," the General Manager said (discussion clarified the $6,000 refers to the initial six-month commitment prorated for OB GMA if five entities sign on).
Board members discussed the limited initial commitment and the opportunity to re-evaluate participation when the full 12-month budget is developed for the next fiscal year. Staff noted participation numbers drive the per-member cost and that OB GMA could withdraw before committing to a longer-term budget.
The motion to join the initial six-month agreement was moved, seconded and approved by unanimous roll call. Staff will monitor sign-ups and present the group’s proposed 12-month budget when available.
