Receiver’s office schedules June 5 Commonwealth Court hearing on Chester stormwater-authority plan modification

Vijay Kapoor, chief of staff to the receiver for the city of Chester, told the Municipal Financial Recovery Advisory Committee on May 27 that the receiver's office filed a plan modification regarding the Chester stormwater authority and that a Commonwealth Court hearing has been set for June 5, 2025, at 9:30 a.m.
The hearing will be held in Courtroom No. 1 on the 9th floor of the Widener Building, 1339 Chestnut Street, Philadelphia, Pennsylvania. "The matter...a hearing is before Commonwealth Court Judge Matthew Wolf," Kapoor said, adding that the hearing will be in person and will not be live streamed. He said members of the public may attend in person.
The announcement follows the filing of the plan modification by the receiver's office. Kapoor said the hearing could involve a transition in judicial oversight: Judge Wolf "would be taking over, from Judge Ellen Sisler," who retired late last year. The transcript did not specify the detailed legal issues to be decided at the June 5 hearing beyond the reference to the plan modification for the stormwater authority.
The committee did not receive any public comments to review at the May 27 meeting, the chair said.
