Lucas resident urges more public transparency on study into creating a city police department

During the citizens input portion of the Nov. 6 meeting, resident Curtis Helton (introduced by the presiding officer) asked where the public could find the research and budget analysis underlying council discussions about potentially transitioning from contracted sheriff services to a city police department.
Helton questioned how a six-person department (chief, assistant and four officers) would provide coverage in a 24/7 environment and asked whether the city's cost estimates and staffing assumptions were publicly available. He also asked whether increased city liability and operating costs — which he estimated could total 10–30% of the city budget based on national comparisons — had been analyzed and whether a citizen referendum should be required before committing to ongoing budgetary increases (SEG 051–075; SEG 088–099; SEG 142–150).
The presiding officer and councilmembers said staff is preparing materials for a new city website and that the city plans a town hall in January or February to present details and answer resident questions (SEG 176–184). Council described the matter as an active investigation and said more information will be provided to the public via the website and the planned town hall (SEG 203–208).
No formal action was taken on the agenda item; council noted the topic for future public engagement and promised to provide documentation and a town-hall opportunity.
