The Lucas City Council authorized the city manager to negotiate and enter into a construction contract with Jones Brothers Construction for a Public Works storage building at the North Pump Station and amended the project budget.
Public works director Jeremy Bogle said the building will store equipment indoors to protect it from weather and pests. The low bid was within the budget estimate; staff requested an amendment adding $127,250 to the building improvements account (51-8400-200) funded from unrestricted water fund reserves to cover a $9,719 construction shortfall, $25,000 for security cameras and a contingency of roughly $92,531 for a total project budget of $888,630. The motion authorized contract negotiation/award not to exceed $771,190 and the budget amendment (SEG 1690–1700; SEG 1801–1815).
Council asked about insulation, ventilation and fans; staff said the building will include insulation, heaters and large fans/relief vents but not full air conditioning, and will include two grade doors for cross-ventilation (SEG 1744–1768). Bids were evaluated on cost and qualitative criteria (cost 40%, references 20%, prior experience with the city 10%, similar-project experience 10%, overall experience 20%) (SEG 1774–1786).
Council approved the motion to authorize the contract and amend the budget (voice vote).
