At its Sept. 18 meeting the Lucas City Council approved two personnel and grant-related actions: it adopted a resolution nominating Brian Dale as the city's candidate for a Collin Central Appraisal District Board of Directors seat and authorized SPI to provide engineering services for the city's Hazard Mitigation Grant Program (HMGP) generator project.
Councilmember (speaker 3) introduced Brian Dale as a qualified candidate with experience on county committees and with local institutions; the council moved, seconded and approved a resolution nominating him for the board. Members encouraged outreach to neighboring entities to build support for the nomination.
City Manager John Witsell presented the HMGP item, explaining the city issued an RFQ and received two respondents. He said the city had an internal three-person team score the submissions and SPI ranked highest. "This is our generator grant," Witsell said, and staff recommended SPI as the engineering firm; SPI will provide design coordination and will subcontract an electrical engineer as needed to integrate generators the city already purchased.
A councilmember moved to approve SPI as presented and the motion passed by voice vote.
Why it matters: The appraisal district nomination represents the city's effort to help choose representation that can affect property tax administration; the HMGP contract advances federally funded work to harden critical facilities with backup generation.
