Lucas adopts 2024 International Codes and 2023 Electrical Code with local amendments

The Lucas City Council voted Sept. 18 to adopt the 2024 International Family of Codes and the 2023 National Electrical Code, incorporating North Texas Council of Governments amendments. Development Services Director Joe Hilburn presented the ordinance package and noted the city would retain its existing 2003 international residential code for fire suppression due to state adoption restrictions.
Hilburn explained one of the amendments permits 10-foot fences around sports courts and clarified such fences, when inside building setbacks, are not subject to the city's 50 percent see-through privacy-fence rule. On gas appliances, he said the building code governs how appliances are installed rather than which appliances a homeowner may possess: "Gas appliances are still permitted. The building code doesn't address things like that; it tells you if you have a gas appliance how you have to install it."
Council discussed the fire suppression ordinance and staff noted a 2009 state law limits the conditions under which a city may adopt a fire suppression requirement unless adopted before Sept. 1, 2009; as a result, Lucas is leaving its previous fire suppression ordinance in place.
Councilmember (speaker 3) moved to adopt ordinances 1 through 11 as presented; the motion was seconded and passed by voice vote.
