Council Approves Supplemental Appropriations, Transfers and Several Contract Awards

The supplemental ordinance appropriated funds across the general, park and public transportation funds, including $9,800 for office supplies (correction), $1,500 for utility warning sirens, $9,563.50 for trees from donations, and $1,120 for transit insurance renewal. The council suspended rules and adopted the ordinance; a roll-call vote recorded at least one dissenting vote on a related vote to suspend rules earlier in the sequence.
A separate transfer ordinance moved $40,000 within the water fund to cover higher chemical costs this year, $2,500 for MS4 permit-related professional services in the storm fund, and $2,500 from stormwater maintenance to stormwater utility to pay increased utilities. Council adopted the transfer by roll call.
On procurement, council accepted bids and awarded a construction contract for water-main replacement on Green Street, Arc Avenue and Chippewa to No Con Concrete Inc.; staff said the low bid was roughly 2.8–3% higher than the engineer—s estimate and the project must be completed by May 2026. The council also authorized a contract with Tank Industry Consultants to provide professional services for water-tower construction; staff advised consultant fees of about $260,000 were included in loan documents and within the overall project budget.
Council also approved a resolution awarding multiple chemical contracts for 2026 supply and delivery and authorized advertising for bids for municipal land rental adjacent to KitchenAid Way. These administrative and procurement actions passed by roll call.
