Council accepts cash-in-lieu for sidewalk at Nessen Hollow, will build on opposite side

The Wellsville City Council on Oct. 7 agreed to accept cash in lieu of an on-site sidewalk from Parker Nessen and to allocate those funds to build sidewalk on the opposite side of 200 West.
Nessen told council there are no sidewalks on his block and asked that his portion be handled by cash escrow. City staff noted there is historical precedent for placing sidewalks on the west side of streets in that area. Councilor (speaker 8) moved to accept cash in lieu for the 222 feet in front of Nessen's property and use those funds, combined with an existing escrow, to construct a sidewalk on the west side; Speaker 6 seconded. The council approved the motion by voice assent.
The council asked staff to coordinate the specifics of the funding transfer and construction timing. The motion instructs staff to accept the cash payment in lieu of a physical sidewalk adjacent to Nessen's home and to proceed with sidewalk construction on the west side of 200 West using combined funds.
