Todd Campbell, owner of Blue Fox RV, told the Wellsville City Council he wants to pursue a three‑phase development on land already zoned for his use: an initial sales lot (Phase 1), expansion and paving (Phase 2), and a permanent 18,000–24,000 square‑foot sales and service building with 8–10 service bays in Phase 3.
Campbell asked the council to allow a phased approach under a conditional‑use framework and proposed annual September reviews to show progress and address shortcomings. "Can we do this under a conditional use permit so that every year, I come back to you guys and show you what we've done?" he said.
Council members and staff focused on sewer hookups, temporary office plumbing and enforcement mechanisms. City staff said a conditional‑use permit or contract language could specify benchmarks and remedies if the applicant fails to meet conditions. Council members emphasized the need to hook any temporary offices to sewer and to include performance milestones in any approval.
A motion to allow Blue Fox RV to proceed with the phased plan, contingent on working with the city planner and engineer and on establishing appropriate conditions, was seconded and approved by voice vote. Staff instructed Campbell to submit an application and coordinate with the planner and engineer for specific permit requirements (including sewer connection and potential grinder pump requirements to protect the lift station).
