The Hurricane City Planning Commission on a recommendation vote moved the Paraiso phases 15–18 preliminary plat (PP25‑10 HIL25‑02) forward to city council after the applicant addressed sensitive‑land and infrastructure concerns.
Tony Carter, agent for American Land Consulting, said the project is the follow‑up to a 2022 PDO approval and that new roads and utilities provided access that had been missing when the zone change was approved. Engineering had asked the developer to rework roadway alignments and remove lots adjacent to slopes; Carter and staff confirmed those changes were made.
Planning staff and engineering told the commission that the most important outstanding concern — lots directly up against a hillside with slopes above 30 percent — had been resolved by removing several lots and shifting road alignments. Staff recommended the commission forward a recommendation of approval to city council with the standard staff and JUC comments.
Commissioner Shelley moved to recommend approval subject to staff and JUC comments; the motion was seconded and the commission voted to send the recommendation to council.
The referral means the preliminary plat will be reviewed next by Hurricane City Council, which will consider the commission’s recommendation and the conditions noted by staff. The city’s final review will focus on technical construction drawings and permit conditions that implement the commission’s direction.
