Staff asks Hyde Park council for quick review of canal 'oxbow' stormwater project as developer near start

City staff briefed the Hyde Park City Council on Oct. 8 about a canal-straightening and stormwater-retention project in partnership with the Cache High Line Water Association and a local landowner and developer.
Staff said the Oxbow project near 700 East and an adjacent property owned by Reed Elder had been delayed by funding questions but is active again and that a draft agreement and possible budget amendment need council review. “The project got slowed down due to some funding concerns from the canal company, but it's back on now,” staff said, adding that the canal company and developer want to start work soon and that water will be released from the canals this weekend.
Because of the timing, staff asked for one or two council members to meet with the mayor and staff next week (or sooner) to work through the draft agreement and related budget items before bringing a final agreement back to the full council. Staff said the draft agreement in the packet spells out responsibilities and that a few minor edits are expected before final presentation.
Council members indicated at least one councilor would meet with staff to dig into the agreement and that the full council would likely have to approve any agreement or budget amendment before construction begins. Staff said they would follow noticing rules for any out-of-regular-hours meeting and would return to the council for formal approval when the draft agreement is ready.
