Hyde Park’s City Council on Oct. 8 approved a zoning-map amendment to bring parts of the Berry Hollow Ridge subdivision into an R-2 residential zone and adopted revisions to titles 12 and 13 of the city’s land-use and subdivision code intended to speed project reviews.
City staff told the council the rezoning is a technical fix to avoid having multiple zones inside a single subdivision and that the planning commission had recommended approval unanimously. “The planning commission recommended approval unanimously,” staff said during the meeting. The council approved the rezoning after a motion to accept the ordinance as amended to correct address and parcel information.
The council also passed an ordinance revising how the Development Review Committee (DRC) operates. Under the changes, the DRC will move from an open public meeting format to a staff-driven review in many cases, staff said, allowing faster turnaround for applicants and reducing the need to wait for scheduled DRC meeting dates. Staff said the changes also require more upfront application materials (owner consents, updated surveys, correct legal descriptions) and shift fee collection until an application is deemed complete to avoid refunds after denials.
Supporters said the code edits reflect work the planning commission and city attorney have already vetted. City staff said they reviewed the proposed legal descriptions closely and would correct minor address or parcel-number typos in the ordinance exhibits prior to final publication. “The legal descriptions are correct, and that’s the most important part of the ordinance,” staff said at the meeting.

Councilors asked staff to package materials they can use to demonstrate progress on housing-plan strategies in future compliance discussions with the Department of Workforce Services.
The ordinances will be published with corrected exhibit addresses and legal descriptions; staff said any budget or agreement changes tied to these items will be returned to council for formal approval as needed.
