Metropolitan Council approves introductions, contracts and routine items; sets public hearings for June special elections

The Metropolitan Council of East Baton Rouge Parish addressed a broad slate of administrative and fiscal items on Jan. 14, introducing two resolutions that would place tax renewals before voters and approving multiple contracts, change orders and appointments.
Council members heard introductions of Item 2, a resolution ordering a special election on June 27, 2026, to continue a 9.5‑mill ad valorem tax for 10 years to support the East Baton Rouge Parish Library; and Item 3, a resolution authorizing a 2‑mill ad valorem tax (estimated to raise about $12,541,000 per year) to fund services for elderly citizens administered by the East Baton Rouge Council on Aging. Both items include a public hearing scheduled for Feb. 11, 2026 at 4:00 p.m. at City Hall, 3rd Floor, Room 348.
The council also heard the finance director read the proposed 2026 millage schedule for the parish and multiple special districts (including City of Baton Rouge operating, municipal fire salaries, downtown development district and numerous fire protection districts).
Several contract and procurement motions were taken and carried without extended debate: authorization for airport contracts and professional services (including Tyler Technologies ERP software, ADP workforce software and Nearmap aerial imagery), acceptance of a FHWA Recreational Trails Program grant of $52,019.11, and multiple change orders and final acceptances on public‑works projects. The council also declared several small parcels surplus and authorized sales pursuant to Louisiana Revised Statute 33:4712.
On code enforcement and condemnations, the council adopted DPW recommendations to proceed on a set of items and set deferrals (30/60/90 days) on others; members moved to delete a duplicate agenda entry (item 60) and to pull item 81 for reintroduction with a corrected MOSF name. Multiple appointments and reappointments (including Complete Streets committee seats and Downtown Development District reappointments) were approved.
Most motions were recorded on the floor as "Motion by [member], second by [member]" followed by the chair saying "Motion carries." Where the transcript records only that the motion carried, no roll‑call tallies were provided in the meeting record.
