The FCDA said it would need to cash in some CDs or adjust operations if it pursues the purchase; as an interim measure the association requested an additional $5,000 to support operations and targeted marketing. The presenter described cost offsets the association expects (first 10 years of rent-free FCDA office space within a nascent project) and said MidAmerican and the city could be partners for marketing contributions if county funds are committed for the effort.
Board members discussed the timing and the risk that TIF or other state-level changes could affect incentives; several supervisors suggested holding the current county contribution steady for now and revisiting an amendment to the budget if the land purchase proceeds. The FCDA representative said the seller had agreed to allow marketing and to consider carving off parcels for early sales to help finance progress.
No formal vote to increase the county contribution occurred at the meeting; the discussion focused on next steps for marketing, city coordination for infrastructure and legal checks for purchase options.
