Franklin County supervisors approve handbook change, insurance limits, conservation transfer and hire facilities coordinator

Franklin County supervisors approved a string of routine but consequential administrative measures during their weekly meeting, including a policy update to employee vehicle operations, new personal-auto insurance limits for staff using personal vehicles on county business, and a $64,000 operating transfer to the county conservation fund.
The board voted to amend employee handbook section 6.13 to add annual driver-record checks and to change wording to permit split liability limits; the resolution did not set numeric split-liability amounts. The motion to approve that resolution passed on a roll call vote in which Lukensmeyer, McVicker and Van Ness were recorded as voting “aye.”
Supervisors then adopted one of two proposed personal-vehicle insurance-limit packages discussed at a prior meeting. A presenter recited the two sets of limits and the board moved to approve the option described in the meeting as the “131” variant; that motion carried by voice vote.
On fiscal items, the board adopted resolution 2026-9 authorizing an operating transfer of $64,000 for Franklin County conservation; the transfer was described by staff as part of the board’s previously adopted budget and the resolution passed on roll call. Supervisors also approved a separate agreement with the Iowa Department of Transportation under which DOT will detour Highway 3 traffic onto county roads during a bridge replacement near Dumont and pay the county approximately $24,322 to cover detour mileage for the proposed April 6–Nov. 15 construction window. Board members discussed concerns about gravel roads and potential dust complaints before approving the DOT agreement.
In personnel action, the board approved hiring Michael Hainer as the county’s facilities operations coordinator at a wage of $22.93 per hour. The motion to hire Hainer was moved, seconded and approved by voice vote.
The board also approved routine drainage business, including a utility-permit application (2026-1) for Alliant Energy with the standard pre- and post-inspection conditions.
The meeting adjourned after public-comment time passed with no speakers.
