The Florissant City Council on Nov. 10 approved a package of ordinances that included a three‑party reciprocal parking easement to allow Chick‑fil‑A overflow parking and several special‑use permits for businesses in the city's historic business district.
City staff described Bill 10125 as an ordinance authorizing a tri‑party reciprocal parking easement to permit Chick‑fil‑A to use overflow parking on lots shared by Flower Valley Group and Wallace Petroleum, LC. Council moved the bill through final reading and it passed; the measure became Ordinance 9127.
Council also approved multiple special‑use permits. Among them, Bill 10132 authorized a tire sales and installation business (no auto repair) for Wafaa’i Baniyad (DBA Road Tire LLC) at 14090 New Halls Ferry Road (Ord. 9128). Bill 10133 allowed Lindsey Allen (DBA Ironworks Wellness LLC) to operate a massage business at 493 Rue Saint Francois, Suite 16 (Ord. 9129). Bill 10134 authorized a massage business for Yvette Smith (DBA Relax, Heal & Restore) at 493 Rue Saint Francois, Suite 5 (Ord. 9130). Bill 10135 approved a special‑use permit for Latricia Minor (DBA Spa Exclusive) at 1020 Rue Saint Francois (Ord. 9131).
Council accepted a substitute for Bill 10136, considered an amendment offered by Councilman Egan to remove proposed exterior‑painting language and keep the current exterior color per agreement with the property owner, and then adopted the substitute with that amendment. The ordinance (amending Ord. 5964) allows changes for exterior paint color, hours of operation and certain building‑code standards for a B5 plan commercial district and was adopted as Ordinance 9132.
All of the measures were called for final vote and were approved by the council. No members of the public spoke on the items during the hearings.
