Two restaurant permit matters: Wingstop rezoning postponed; local fish-and-chicken applicant answers council questions

The council opened public hearings Nov. 24 on multiple restaurant proposals. A rezoning request tied to a Wingstop location in a V5 planned commercial district at 14049–14055 New Halls Ferry Road was postponed after the petitioner’s representative, Gino (Gino Vivo Reese) of Wright Building Systems, said he had not been fully briefed and could not provide key details such as capacity or the presence of the Wingstop/owner. Concerned council members said they preferred to hear from the restaurant owner or the franchisor before deciding on a zoning amendment.

Councilman Egan moved to postpone the Wingstop hearing to the Dec. 8 council meeting; Councilman Caputo seconded and the council approved the postponement.

Separately, the council held a public hearing for a special‑use permit for Blum LLC (DBA C and C Chicken Fish and Chicken Grill) at 1141 North Highway 67. Mohammed Gary, who identified himself as the owner, told the council the unit was being converted from a former cell‑phone store into a carry‑out fish and chicken restaurant, that a plumbing permit was pending, and that operations would be carry‑out only with planned hours of 10 a.m.–10 p.m. daily. Gary said the business would not seek alcohol or live‑music permits and described arrangements to manage trash (shared bin service and plans to obtain a larger bin or separate service). Council questions focused on seating, waste control and whether the petitioner planned to return to planning and zoning for full development review.

No final vote on either restaurant was recorded at the Nov. 24 meeting; the Wingstop matter was postponed to Dec. 8 and the C and C Chicken hearing was closed after council questions.
