Florissant council adopts a string of ordinances, adjusts theater rates and approves appointments

The Florissant City Council on Nov. 24 recorded final passage of multiple ordinances, amended the parks/theater fee schedule to add a discount for high‑use groups, appropriated Community Development Block Grant (CDBG) funds for the 2025 fiscal year and confirmed appointments to city commissions.
Council members completed second and third readings on a series of bills and approved them by voice vote. The clerk recorded several ordinances as passed in open session: Bill 10139 (recorded as becoming Ordinance 9133), Bill 10141 (becoming Ordinance 9135), Bill 10143 (becoming Ordinance 9137), Bill 10144 (becoming Ordinance 9138) and Bill 10145 (becoming Ordinance 9139). The agenda included an ordinance appropriating CDBG funds for fiscal 2025 and multiple wage‑range and job‑classification ordinances; the clerk announced those bills’ passage during roll call.
During the budget and fee discussions, Councilman Manganiello moved an amendment to the parks and theater rental fee language that makes groups booking 30 or more theater rental days in a calendar year eligible for the 2025 rental rates for bookings in the new fiscal year; Councilwoman Pagano seconded the amendment and the council approved it. That change was presented explicitly as support for community nonprofit performing groups that had raised concerns about proposed rate increases.
In new business the council approved two appointments: Debbie Bryant was reappointed to the Personnel Commission and Kevin Kelly was appointed to the Planning & Zoning Commission. Council also voted to cancel the Dec. 22 council meeting because of the Christmas holiday.
